The USAF needed to execute an enterprise consolidation strategy to combine the infrastructure of three Automated Technical Order Systems (ATOS) and two Technical Order (TO) systems into one Technical Order Authoring and Publishing (TOAP) system. The use of multiple IT systems, databases, applications and capabilities had created silos across the organization. Data and personnel could not be shared between departments, resulting in inefficient processes.

The consolidation effort required an upgrade of their TO and IETM system – and so they needed to select the best provider for an enterprise data creation, management and delivery solution. The USAF analyzed available solutions against 103 specific requirements over a 12-month period and selected the Contenta Publishing Suite as the best enterprise-wide solution.
